Work Insurance Often Offers Coverage For Programs To Stop ...

Seventy percent of smokers say they'd like to quit, and now, just three days into the new year, many may already be struggling to stick to their resolution to make 2012 a smoke-free year. If quitting were easy, after all, chances are good that nearly one in five adults wouldn't still be smokers, a figure that hasn't?budged much in several years.

Smoking is such a familiar health hazard that some experts say it doesn't get the attention it deserves; the focus is often on other lifestyle-related conditions, especially obesity. But smoking is still the No. 1 cause of preventable death in this country. Nearly half a million people die prematurely because of smoking-related illnesses, including lung cancer, heart disease and chronic obstructive pulmonary disease, according to the Centers for Disease Control and Prevention.

Most smokers need some sort of assistance to quit, whether it's counseling, support groups or medication to help reduce nicotine cravings. But getting that help can be difficult.

Scrambling to address budget problems, states this year will spend less than 2 percent of their tobacco-tax and tobacco-settlement billions on programs to help people quit smoking or prevent them from starting , according to a recent report by a coalition of public-health organizations. In the past four years, state spending on tobacco prevention and cessation has declined by 36 percent, to $457 million.

Tobacco-related health-care spending is nearly $100 billion annually, according to the CDC.

"It's a travesty," says Danny McGoldrick, vice president for research at the Campaign for Tobacco-Free Kids. "These programs more than pay for themselves."

Carrots And Sticks

While public funding falters, a growing number of companies offer smoking-cessation programs to their workers. Last year, two-thirds of companies with 200 or more workers offered such programs, while 31 percent of smaller companies did so, according to the Kaiser Family Foundation's annual survey of employer-sponsored health benefits. (Kaiser Health News is an editorially independent program of the foundation.)

At the same time that they offer a helping hand to quit, more companies are also penalizing employees who don't kick the habit by hitting them with higher health insurance premiums.

At firms with more than 20,000 employees, 24 percent vary premiums based on whether someone smokes, as do 12 percent of companies with 500 or more workers, according to the 2011 survey of employer-sponsored health plans by human resources consultant Mercer.

Public-health advocates generally agree that this punitive approach isn't ideal. "The issue isn't smokers, it's smoking," says McGoldrick. Charging people higher premiums may just make smokers drop their coverage, he says.

But employers argue that charging smokers more is only fair. "The cost of medical care for smokers is considerably higher," says Helen Darling, chief executive of the National Business Group on Health, an employer group. "Employers are increasingly saying that if someone costs the pool more, they should pay more."

Darling points out that companies that go this route typically offer free smoking-cessation services and give employees plenty of notice before implementing the change.

A Quitter's Story

For Tommy Piver, 59, the combination of pricier cigarettes and looming health insurance penalties finally motivated the two-pack-a-day smoker to give up the habit he'd started at age 13. Increased taxes had caused the price of a pack of cigarettes at the gas station near his home in Naples, Fla., to double within a year, to $5. Then he got a notice that his insurance carrier was going to triple the health insurance premium and reduce the amount it covered for all sorts of care from 90 percent to 70 percent for smokers.

"Kicking and screaming," Piver quit on Jan. 1, 2010. About a week later, he saw a television ad for an online stop-smoking program developed by?Legacy, a nonprofit created under the settlement between the states and the tobacco industry. Piver joined the?free EX program and hasn't had a cigarette in two years.

The EX campaign is an "excellent, science-based tool" for smokers who want to quit, says Thomas Glynn, director of cancer science and trends for the American Cancer Society. Another option is a national toll-free line, 1-800-QUIT-NOW, which routes callers to free support services, including free medication in the handful of states that provide it, says Glynn.

The 2010 federal health law expanded coverage for smoking cessation, though not to the degree that advocates wanted. Under the law, states must provide tobacco-cessation coverage for all pregnant women in their Medicaid programs at no cost. But anti-smoking activists would like broader Medicaid coverage requirements: Although 19 percent of adults smoke overall,?31 percent of adults living below the poverty line are smokers.

The health law also requires that new health plans - those that have either just begun or have changed their benefits sufficiently to lose grandfathered status under the law - screen adults for tobacco use and provide free stop-smoking interventions.

Exactly how much intervention is required isn't spelled out in the law; that will be up to federal rulemakers to decide. Smokers typically make several attempts to quit before they succeed. Advocates hope that federal guidelines will provide coverage for more than a single four-session counseling module, for example, or a standard 12-week round of medication. "Data is accumulating that 12 weeks is not enough," says Glynn.

Atlanta Falcons finish regular season with romp over Tampa Bay Buccaneers; will play at New York Giants 1 p.m. Sunday in first round of NFL playoffs

ATLANTA -- Michael Turner and the Falcons didn?t want to settle for just making the playoffs.

They wanted momentum and the best seed possible.

Hoping for a fast start, the Falcons set a team record with 42 first-half points, including two touchdown runs by Turner, and Atlanta cruised to a 45-24 win over the Tampa Bay Buccaneers on Sunday to clinch the No. 5 seed.

Julio Jones caught two touchdown passes in a span of 26 seconds in the first quarter as the Falcons gave the Buccaneers their 10th straight loss.

?We didn?t want to come down to the wire, backing into the playoffs,? Turner said.

The Falcons were motivated by two blowout losses -- 48-21 to Green Bay in last year?s playoffs and 45-16 at New Orleans last week.

?Getting embarrassed like that last year, that?s not who we were,? Turner said. ?We just wanted another chance.?

The Falcons (10-6) and Detroit (10-6) are the NFC wild cards. Atlanta, which beat Detroit on Oct. 23, won the tiebreaker with the Lions for the more favorable seeding. The Falcons will play at the New York Giants in the first round of the playoffs.

?We wanted to play our final regular-season game with a lot of intensity and energy, and I think we did that in all three phases,? Falcons coach Mike Smith said.

Josh Freeman threw two interceptions and lost a fumble in the first half as the Buccaneers (4-12) closed their season with their 10th straight loss, leaving the status of coach Raheem Morris in doubt.

?If I was in the business of working out my future, I wouldn?t be coaching,? Morris said. ?I?m going to go to work tomorrow until they tell me to stop.?

The Falcons led 42-0 when they began resting some starters, including quarterback Matt Ryan and Turner, late in the first half.

?We had opportunities the week before and just didn?t make the plays,? Ryan said. ?Today, we made the plays and I think that?s what we needed moving forward.?

Ryan was 6 of 9 for 106 yards, including touchdown passes of 17 and 48 yards to Jones in the first quarter.

Tampa Bay, which finished 10-6 last season and started 4-2 this season, is left with its longest losing streak in one season in 34 years. The Buccaneers also lost 10 straight in 1977. They lost 11 straight between the 2008 and 2009 seasons.

?This is not the season we wanted or expected, but we will need to rededicate ourselves and get ready for this offseason,? Morris said.

Turnovers were a problem for the Buccaneers all season. Freeman began the day tied for the league lead with 19 interceptions before completing 31 of 45 passes for 274 yards with two touchdowns and three interceptions.

With Atlanta leading 42-0, Freeman threw a 2-yard touchdown pass to Dezmon Briscoe with about 2 minutes remaining in the first half. Freeman threw a 5-yard TD pass to Briscoe in the fourth quarter.

Tampa Bay?s other touchdown came on Elbert Mack?s 40-yard interception return against Falcons? backup Chris Redman in the third quarter.

Turner ran for 172 yards and two touchdowns, including an 81-yard scoring run late in the first half. The score capped the Falcons? run of six unanswered touchdowns.

The Falcons led 21-0 after the first quarter and then put the game away with three more touchdowns in the second quarter.

The strong showing was important for the Falcons. Last week?s loss at New Orleans was the worst in four seasons with Smith.

?The main thing we wanted to do was flush out of our system last week,? tight end Tony Gonzalez said.

The Falcons announced before the game Gonzalez, 35, has signed a one-year contract extension, ending speculation he might retire after this season.

The Falcons had the No. 1 seed in the playoffs last year before losing to the Packers.

Despite the team?s lower seed, Gonzalez said the Falcons are prepared for a longer postseason run.

?Honestly, I?ve said it all year: I think we?re a better team than we were last year,? Gonzalez said.

Rookie Jacquizz Rodgers scored on a 1-yard run for his first career touchdown to start the Falcons? scoring. Rodgers lost a fumble at the Tampa Bay 2 in the fourth quarter.

After Ryan?s first TD pass to Jones, Dominique Franks? interception on Tampa Bay?s first down gave the ball back to Atlanta.

On first down from the Buccaneers 48, Ryan again threw to Jones, who fought off safety Tanard Jackson for the catch. Jones then jumped up from the turf, hit cornerback E.J. Biggers with a stiff-arm and then dragged Biggers into the end zone.

Turner had two touchdown runs and Curtis Lofton returned an interception 26 yards for a touchdown in the second quarter.

Matt Bryant kicked a 20-yard field goal late in the fourth quarter after the Buccaneers were stopped on fourth down at their 10.

Texas Democrats see potential benefits in Perry as GOP presidential nominee

Gov. Rick Perry has an unusual cheering section back in Texas as he buses across Iowa in a last-ditch effort to resurrect his struggling presidential campaign: Democrats, especially those in Dallas County.

It?s not that Texas Democrats want any part of a Perry presidency. But as liberal candidates and operatives eye the local and state races that will also be on the ballot in this year?s general election, many think Perry?s name on the GOP ballot would rally Democratic support and help tilt swing districts to their party.

?Rick Perry at the top of the ticket doesn?t bother me one bit,? said Allen Vaught, a Dallas Democrat who?s weighing another state House run after being voted out in 2010. ?In fact, I?d almost welcome it.?

It?s difficult to know how much the name headlining the ticket affects the results of state House, county commissioner and other down-ballot races. That?s doubly true this year, with the GOP presidential race in flux and Perry a long shot to win.

But excitement about Barack Obama?s 2008 campaign propelled Democrats to upset victories, including former state Rep. Carol Kent of Dallas. And in 2010, backlash against Obama helped Republicans win control of the U.S. House and make gains elsewhere, even though the president wasn?t on the ballot.

The theory is that the top contests on the ballot, including the presidential race, drive people to the polls who might otherwise skip voting. And thanks to straight-ticket voting, many reward an entire slate of candidates as they punish the other party.

Even with that in mind, the thought of any Texas Democrats rooting for Perry to win the GOP nomination is odd.

Perry has been the proverbial thorn in Democrats? side for years. He?s been governor for more than a decade, easily defeating Bill White in 2010 to win an unprecedented third four-year term. He has imposed his will on all levels of Texas government, marginalizing Democrats in the process.

And a Perry comeback would no doubt generate enthusiasm among his base in Texas and elsewhere.

?Look back at what happened in 2000,? state Republican Party spokesman Chris Elam said, referring to George W. Bush?s successful presidential run. ?That same kind of excitement and fervor would pop up if Governor Perry secures the nomination.?

But turnout skyrockets in presidential election years, which some experts said favors Democrats. And for all Perry?s political prowess ? after all, he has never lost an election ? the governor has fared worse than other Republicans farther down the ballot in recent years.

?He?s not a person that has aggrandized the Republican majorities in Texas, although he?s certainly taken advantage of them,? said Jim Riddlesperger, a political scientist at Texas Christian University.

Perry outpaced the ticket, or at least kept up, in his first gubernatorial election in 2002. But in his last two races, he has run behind the rest of the GOP ballot in Dallas and Tarrant counties, among other places.

In 2010, he received fewer votes in Dallas County than any other Republican candidate.

?I don?t know that Rick Perry has ever had coattails, even on his best day,? said Harold Cook, a Texas Democratic consultant. ?And this year, this election, isn?t his best day.?

Texas Democrats, particularly those in steadily blue Dallas County, say that discontent with Perry?s tenure could work in their favor, depending on how maps for congressional and legislative districts are ultimately drawn. The governor?s presidential campaign, which has featured notable stumbles and gaffes, likewise has some champing at the bit.

?Obama vs. Perry?? said Darlene Ewing, chairwoman of the Dallas County Democrats. ?People would turn out in droves.?

Dallas-area Republicans, meanwhile, acknowledge that Perry?s statewide success hasn?t necessarily given them a boost elsewhere on the ballot. But they point out that Obama remains unpopular among a large number of voters.

And Dallas County GOP chairman Wade Emmert said that regardless of whom the party nominates for president, Republicans are well-positioned for success in 2012.

?We can win Texas and win in Dallas County without trying to duplicate what the president had in 2008,? he said.

Xcel Energy customers to see rate increase

Xcel Energy customers will see an increase on their bill come 2012.

The state?s Public Regulation Commission approved a nearly 4.7 percent rate hike for more than 100,000 customers in Southeast New Mexico.

Xcel requested the increase because it needs to pay for system improvements, a spokesperson said.

Xcel serves communities in Southeastern New Mexico.

Myanmar sets April by-elections, Suu Kyi set to run (Reuters)

YANGON (Reuters) ? Myanmar has set a date of April 1, 2012, for by-elections that could see pro-democracy leader Aung San Suu Kyi enter parliament, although the military's grip on the assembly will not be threatened.

State television announced the date late Friday.

Suu Kyi's National League for Democracy (NLD) refused to take part in elections in November 2010, disagreeing with the electoral process set in place by the former military leaders.

But, after a series of reforms initiated by the new, nominally civilian government this year, the NLD has agreed to register as a political party and now wants a voice in parliament.

NLD official Nyan Win said the Election Commission had not yet finished processing the application and its candidates would only be announced officially once that was done.

But he said Nobel peace laureate Suu Kii, 66, was expected to run for the lower house in the constituency of Kawhmu, about 30 km (20 miles) south of the main city, Yangon, where she lives.

A quarter of the seats in parliament are reserved for the military and a party close to the military won a huge majority of the contested seats in the 2010 election.

Election Commission Chairman Tin Aye told Aung San Suu Kyi recently at a meeting in the capital, Naypyitaw, that the commission would do its best to ensure a free and fair vote in the upcoming by-elections.

At least 48 seats will be contested in April -- 40 in the lower house, six in the upper house and two in regional parliaments. These are mainly for seats vacated by lawmakers who became ministers.

The government has also recently reached agreements with some armed ethnic groups to hold elections in the areas they control.
