Vince Cable sees merit in growth target for BoE

LONDON (Reuters) - Business minister Vince Cable said on Wednesday he could see some merit in incorporating growth into the Bank of England's objectives, adding his voice to an emerging debate over the bank's mandate.

"I think the argument for having growth as part of the objectives seems eminently sensible and I think it is important we have a debate on how best that should be done," Cable said in remarks at a think tank event in London.

He added it would be foolish to endorse any particular formula for the bank, which currently only targets inflation as it tries to boost an economy struggling to emerge from the "heart attack" of the financial crisis.

Incoming Bank of England Governor Mark Carney - who takes over in July - fuelled the debate last December when he raised the possibility of central banks targeting nominal gross domestic product, a mix of GDP and inflation.

Inflation has overshot the Bank of England's 2 percent goal since December 2009, and its current governor Mervyn King has said he expects this to remain the case for most of 2013.

This is in line with the bank's current interpretation of its mandate, under which it sets monetary policy to get inflation to 2 percent within 2-3 years.

Cable said the bank had shown flexibility by its policy of buying British government debt under its 375 billion pound programme of quantitative easing and effectively "putting on one side" its inflation mandate.

"We are not talking about a problem that exists today, because the Bank of England is being very flexible. The question is trying to ensure that if this crisis lingers on, that kind of pragmatism is sustained," he added.

Chancellor George Osborne has dampened expectations of any change to the mandate, saying the bank's inflation target had provided stability and that there would have be a very strong case before any decision to shift away from it.

A Reuters poll of economists this week found support for that view, with a majority in favour of retaining inflation targeting as the Bank's main policy tool, despite the strategy's role in fuelling a credit bubble that led to the 2008/9 financial crisis.

Judge Lucy Koh has decided on several post-trial motions from Samsung and Apple in their long running patent case, overturning one key element of the jury's ruling while upholding several others. What was overturned was the jury's ruling that Samsung's acts of patent infringement were willful, which meant Judge Koh could have tripled some parts of the $1 billion+ in damages granted to Apple. On the other hand, she also rejected Samsung's request for a new trial, and invalidated two claims a wireless patent it holds. LaMarcus Aldridge's buzzer-beating shot had barely left his hands when teammate Nicolas Batum raised his arms in victory.

Aldridge's turnaround jumper fell as time ran out and the Portland Trail Blazers came back from a 21-point third-quarter deficit to beat the visiting Dallas Mavericks 106-104 on Tuesday night.

"I knew," Batum said. "I knew he was going to make it."

Aldridge finished with 29 points and 13 rebounds for Portland, which trailed 101-94 with 2:18 left. Aldridge also had a 3 -- the first one he's made this season -- to tie it at 104 with 4.9 seconds left. O.J. Chinese millionaire fights pollution with thin air

BEIJING (Reuters) - China's foulest fortnight for air pollution in memory has rekindled a tongue-in-cheek campaign by a multimillionaire with a streak of showmanship who is selling canned fresh air.

Chen Guangbiao, who made his fortune in the recycling business and is a high-profile philanthropist, on Wednesday handed out soda pop-sized cans of air, purportedly from far-flung, pristine regions of China such as Xinjiang in the northwest to Taiwan, the southeast coast.

"I want to tell mayors, county chiefs and heads of big companies: don't just chase GDP growth, don't chase the biggest profits at the expense of our children and grandchildren and at the cost of sacrificing our ecological environment", Chen said.

China's air quality is closely watched as it fluctuates dramatically from day to day but in recent weeks has registered far into the unhealthy zone.

Air pollution is measured in terms of PM2.5, or particulate matter 2.5 micrometers in diameter, which are absorbed by the lungs and can cause heart and lung disease. The World Health Organisation recommends a daily PM2.5 level of 20 and says that levels greater than 300 are serious health hazards.

Beijing's air quality frequently surges past a level of 500, and on January 12 soared to 755, the highest in memory.

"I go outside, walk for about 20 minutes, and my throat hurts and I feel dizzy", Chen told Reuters in an interview on a busy Beijing sidewalk.

He handed out green and orange cans of "Fresh Air", with a caricature of himself on them saying, "Chen Guangbiao is a good man".

"Be a good person, have a good heart, do good things," reads a message along the bottom of each can.

The 44-year-old entrepreneur, whose wealth is estimated at $740 million according to last year's Hurun Rich List of China's super-wealthy, is an ebullient and tireless self-promoter.

He is something of a celebrity in China, with more than 4 million followers on Sina Weibo, China's most popular Twitter-like microblogging platform.

He concedes that his canned-air effort is tongue in cheek, but says it's a way to awaken people to the importance of environmental protection. His campaign is attracting bemusement but also plaudits from the media and from people desperate to escape the smog.

"Beijing's air really needs to improve, so we need a good man like him to appear," said a 21-year-old resident surnamed Hu. "It reminds people to use less fuel and do what they can for Beijing's air".

The cans of air were free on Wednesday, but usually sell for 5 yuan (80 cents) with proceeds going to poor regions of China, and places of historic revolutionary importance.

Sales, which had been moderate, took off after the recent streak of bad air days, with 8 million cans sold in the last 10 days, Chen said.

Rupert Sanders' wife files for divorce in LA

LOS ANGELES (AP) ? Rupert Sanders' wife has filed for divorce five months after it was revealed the director had a brief affair with actress Kristen Stewart.

Liberty Ross, Sanders' wife of more than nine years, filed for divorce Friday in Los Angeles citing irreconcilable differences.

Ross' filing cites irreconcilable differences for the couple's breakup. They have two children, an 8-year-old daughter and 6-year-old son.

The model-actress is seeking joint custody of the children and spousal support from her estranged husband, who directed Stewart in "Snow White and the Huntsman."

TMZ, which first reported the filing, stated that Sanders also filed divorce paperwork but it was not available on Monday.

Stewart, who has been dating "Twilight" co-star Robert Pattinson, apologized for her fling with Sanders in July after it was revealed by US Weekly.

Putin dismisses head of Russia's troubled Dagestan region

MOSCOW (Reuters) - President Vladimir Putin has dismissed the head of Russia's southern Dagestan province, the Kremlin said on Monday, signaling concern over mounting insurgency violence and political rivalries in the mainly Muslim region.

Putin appointed Magomedsalam Magomedov to a role in the presidential administration, the Kremlin statement said, removing him from the post of provincial head that he had held since being appointed in 2010.

Ramzan Abdulatipov, a ruling United Russian party deputy from the region in Russia's lower house of parliament, was named to replace him as acting head.

Throughout the 12 years since Putin rose to power and crushed a separatist revolt in Chechnya, Russia has battled a simmering insurgency across its mainly Muslim Caucasus mountain provinces.

Dagestan is now the epicenter of militant violence in region, where suicide bombings, sniper attacks on officials and shootouts at road checkpoints area near daily occurrence.

Senators Agree on Immigration Plan That Gives Legal Status to ...

WASHINGTON, D.C. ? A bipartisan group of senators has agreed on a plan to grant legal status to most of the estimated 11 million illegal immigrants in the U.S., which could form the basis for a far-reaching overhaul of immigration laws this year.

The Senate blueprint, drafted during weeks of closed-door meetings by leading senators from each party, will probably set parameters for a contentious legislative battle over the next several months. The eight senators involved intend to release their proposal publicly Monday. A copy was provided to The Times? Washington bureau on Sunday by Senate aides.

The Senate plan is more conservative than President Obama?s proposal, which he plans to unveil Tuesday in a speech in Las Vegas. But its provisions for legalizing millions of undocumented immigrants go further than measures that failed to advance in Congress in previous years ? a reminder of how swiftly the politics of immigration have shifted since Latino voters? strong influence in the November election.

In terms of the number of people who would potentially receive legal status, it would be more than three times larger than the amnesty plan passed under President Reagan in 1986, which legalized about 3 million immigrants.

The senators involved hope to begin committee votes on a bill as soon as March. The timing of their proposal and Obama?s, coupled with that schedule ? quick by Senate standards ? could set up a dynamic in which an eventual bill falls somewhere between the bipartisan plan and the president?s.

Latino activists and other advocates for comprehensive immigration reform have pushed for quick action in the Senate, hoping that a large bipartisan vote for a bill that includes a path to citizenship would put pressure on the House.

Many members of the House Republican majority represent districts where proposals for legalization remain highly unpopular, but many Republicans also worry about the political price if the party takes the blame for killing immigration reform.

The Senate proposal would allow most of those in the country illegally to obtain probationary legal status immediately by paying a fine and back taxes and passing a background check. That would make them eligible to work and live in the U.S. They could earn a green card ? permanent residency ? after the government certifies that the U.S.-Mexican border has become secure, but might face a lengthy process before becoming citizens.

Obama is expected to push for a faster citizenship process that would not be conditional on border security standards being met first. The structure of the citizenship process will probably be among the most hotly debated parts of any immigration plan.

Less-controversial provisions would tighten requirements on employers to check the immigration status of new workers; increase the number of visas for high-skilled jobs; provide green cards automatically to people who earn master?s degrees or PhDs in science, technology or math at U.S. universities; and create an agricultural guest-worker program.

On Sunday, a White House spokesman said the president was ?pleased that progress is being made with bipartisan support.?

?At the same time, he will not be satisfied until there is meaningful reform, and he will continue to urge Congress to act,? Obama spokesman Clark Stevens said.

Sen. Charles E. Schumer (D-N.Y.), who heads the Senate subcommittee that handles immigration legislation, briefed the White House on Sunday, according to a Senate aide who spoke on condition of anonymity because he was not authorized to discuss the matter publicly.

The eight senators scrambled over the weekend to come to an agreement before Obama unveiled his plan, hoping to head off any potential Republican backlash against a White House proposal and show common ground.

At a news conference Sunday in New York, Schumer noted that ?the devil is in the details,? but said that he and the other senators in the group had made good progress.

?I?m impressed with my colleagues on both sides of the aisle over their desire to meet in the middle. We can?t pass it without both Democrats and Republicans,? said Schumer, adding that he and Sen. John McCain (R-Ariz.) had ?developed a little bit of a friendship? during the negotiations.

The group has met in person five times in Washington since the November election, alternating between the Capitol Hill offices of Schumer and McCain. Participants include Democrats Richard J. Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado, and Republicans Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Rubio, a conservative favorite widely seen as a potential contender for the GOP presidential nomination in 2016, was asked to join the Senate group in early December. In their discussions, Rubio focused on strengthening employee-verification provisions and improving border security before the new class of immigrants could be eligible for citizenship, a Senate aide said.

So far, the group has negotiated legislative language on implementing the legalization program and on increasing border security, said a Senate aide familiar with the discussions. The senators will turn their attention next to details on how to increase the flow of legal immigration to reduce the incentive for illegal border crossings, the aide said.

One sticking point could be how the government decides the border is secure ? the determination that would trigger the provisions allowing citizenship.

The senators have proposed a commission of border-state governors, attorneys general and community leaders to monitor border security. But if the government fails to meet the panel?s standard, those granted the new probationary legal status could be living indefinitely as a second class of Americans, allowed to remain in the U.S. but unable to vote, enroll in Medicare or receive federal student loans.

Another issue involves establishing an exit-visa system to track when people leave the country. The proposal calls for exit visas at seaports and airports, but does not specify whether they also would be required at land border crossings, which could be considerably more expensive. A system for tracking when people leave is a priority for the senators, because about 40% of the country?s estimated 11 million illegal immigrants entered with a legal visa and overstayed.

Even before the bipartisan plan?s release, immigration experts have said the chances for reform are better than in previous years.

?When both ends of Pennsylvania Avenue are talking about the issue in calm tones but with a sense of urgency, that is the makings for legislative action,? said Angela Kelley, an expert on immigration policy at the Center for American Progress, a liberal think tank in Washington.

Both the White House and lawmakers seem to be moving fast to get a bill introduced, Kelley said, adding: ?The players are about as caffeinated as I?ve seen them.?

'Prostate cancer rate set to treble' - The Standard

The number of men being diagnosed with prostate cancer is set to treble in a generation.

The ?alarming? rise ? revealed in figures from Cancer Research UK ? is thought to be due to longer lifespans and more widespread testing.

The charity predicts that 14% of boys born in 2015 will be diagnosed with the disease at some point in their life ? about one in seven.

For those born in 1990, the figure is only 5%, or one in 20.

The number of men being diagnosed today has already escalated sharply, to around 41 000 cases, compared with 15 000 a quarter of a century ago.

Three-quarters of the cases are found in men aged over 65 years.

In part the rise is due to increasing lifespans, as more men reach the age when the cancer is likely to develop, where once they would have died earlier.

But more men are also being diagnosed at a younger age after being tested for prostate specific antigen. High levels of PSA in the blood are linked to the cancer.

The test is far more widely used than in the past, boosting diagnosis rates. But it cannot distinguish between life-threatening and less aggressive tumours. This means some men unnecessarily suffer such side-effects of treatment as impotence and incontinence.

Death rates from prostate cancer have fallen 18% in the last 20 years, to around 10 700 fatalities a year. The improved survival has been driven by earlier diagnosis and new drug treatment.

A hormone-blocking treatment that prevents male hormones fuelling prostate tumours is now both more widespread and prescribed earlier than it was in the 90s.

A new range of drugs has also been proven to prolong life, including abiraterone, which last year was approved for NHS patients with advanced disease.

Last week it was licensed for use in men at an earlier stage.

Sarah Cant of Prostate Cancer UK said: ?The number of men being diagnosed is rising at an alarming rate.

?It is more urgent than ever that prostate cancer is higher up the nation?s health agenda. Due to a significant legacy of under-investment, men with prostate cancer are faced with diagnostic tests and treatments decades behind where we need to be.?

Professor Malcolm Mason of Cancer Research UK said: ?We?re detecting more cases of prostate cancer than ever before. And we?re carrying out an intensive amount of research to find better methods than PSA to distinguish between the minority of cases that are life-threatening and need treatment ? the vipers ? from the majority that don?t ? the grass snakes.

?Targeting the tests at men who have a higher risk of developing prostate cancer might be a better approach than screening all men.?

A fire that swept through a crowded nightclub in southern Brazil early Sunday appears to be the deadliest in a decade. Here is a look at some other recent big nightclub fires:

? A blaze at the Lame Horse nightclub in Perm, Russia, broke out in December 2009, when an indoor fireworks display ignited a plastic ceiling decorated with branches, killing 152.

? A fire at the Santika nightclub in Bangkok killed 67 people on New Year's Day in 2009. An indoor fireworks display set off after the countdown to the new year ignited the blaze.

French, Malian forces capture Gao rebel stronghold

KONNA, Mali/PARIS (Reuters) - French and Malian forces fighting Islamist rebels took control on Saturday of the rebel bastion of Gao, the biggest military success so far in an offensive against al Qaeda-allied insurgents occupying the country's north.

The United States and Europe back the U.N.-mandated Mali operation as a counterstrike against the threat of Islamist jihadists using the West African state's inhospitable Sahara desert as a launching pad for international attacks.

In an overnight assault on Gao backed by French warplanes and helicopters, French special forces seized the town's airport and a key bridge over the River Niger, killing an estimated dozen Islamist fighters without suffering any losses or injuries, the French army said.

"The Malian army and the French control Gao today," Malian army spokesman Lieutenant Diaran Kone told Reuters.

The speed of the French action in a two-week-old campaign suggested French and Malian government troops intended to drive aggressively into the north of Mali in the next few days against other Islamist rebel strongholds, such as Timbuktu and Kidal.

There have been 30 French air strikes on militant targets around Gao and Timbuktu in the past 36 hours.

News that the French and Malian troops were at Gao, the largest northern town held by the Islamists, came as African states struggled to deploy their intervention force in Mali, known as AFISMA, under a U.N. mandate.

Regional army chiefs said on Saturday that a total of 7,700 African soldiers would be dispatched, up from 5,700.

Liberia, Guinea-Bissau, Burundi, Guinea and Uganda are due to join the mission, but it was not clear if progress had been made at meetings in Abidjan or Addis Ababa to overcome gaps in transport, equipment and financing.

French army spokesman Colonel Thierry Burkhard said French forces had come under fire from rebel fighters inside Gao, but that both the bridge and airport runway were undamaged.

In Paris, the French Defense Ministry said Malian and French troop reinforcements were brought in and that soldiers from Chad and Niger, who have experience in desert warfare, were also flown in.

Those Malian and regional troops would have the task of securing Gao and its surrounding area, the ministry said.

To the west, French forces recaptured Lere, on the road to Timbuktu, and were advancing, a Malian military source said, asking not be named.

For two weeks, French jets and helicopter gunships have been harrying the retreating Islamists, attacking their vehicles, command posts and weapons depots. The French action had stymied a sudden Islamist offensive launched in early January that had threatened Bamako, Mali's capital in the south of the country.

Reacting to the French-led offensive, one of the leaders of the alliance of Islamist groups occupying Mali's north promised resistance to what he called the "new Crusader aggression", in comments published by Al Jazeera's Arabic website.

Yahya Abu Al-Hamman, leader in the Sahel of al Qaeda's North African wing AQIM, which along with Malian militant group Ansar Dine and AQIM splinter MUJWA occupies Mali's north, said a "Jihadist Islamist emirate" would be created in the territory.

Washington and European governments, while providing airlift and intelligence support to the anti-militant offensive in Mali, are not planning to send in any combat troops.

U.S. Defense Secretary Leon Panetta in a call on Saturday with his French counterpart, Jean-Yves Le Drian, commended France's "strong leadership" in the effort and said the U.S. Africa Command would support the French military by conducting aerial refueling missions.

They also discussed plans for the United States to transport troops from African nations, including Chad and Togo, to support the international effort in Mali, Pentagon spokesman George Little said.

FRANCE TAKING THE LEAD

At an African Union summit in Addis Ababa, AU leaders called on the United Nations to provide emergency logistics and funding to allow the African force for Mali to deploy.

AU officials say AFISMA is severely hampered by logistical shortages and needs airlift support, ammunition, telecoms equipment, field hospitals, food and water.

There appeared to be some embarrassment among African ministers and leaders that the continent was having to rely on a former colonial power, France, much criticized for past meddling in Africa, to take the lead in the military campaign in Mali.

Rwandan Foreign Minister Louise Mushikiwabo said France's intervention was "justified".

"If Africa can't do it, somebody else should do it," Mushikiwabo told reporters on the sidelines of the summit.

France, which dispatched its military to Mali at the Bamako government's request, already has 2,500 soldiers on the ground in its former colony.

About 1,900 African troops, including Chadians, have been deployed to Mali so far. Burkina Faso, Benin, Nigeria, Senegal, Togo, Niger and Chad are providing troops while Burundi and other African nations have pledged to contribute.

While the French and Malians thrust northeast in a two-pronged offensive towards Gao and Timbuktu, Chadian and local forces in neighboring Niger are preparing a flanking thrust coming up from the south.

FRANCE: 'LOT OF WORK' AHEAD

Malian army officers said the Islamist insurgents had pulled back to avoid deadly French air strikes.

"They are all hiding. They are leaving on foot and on motorcycles," Malian Army Captain Faran Keita told Reuters at Konna, about 500 km (310 miles) southeast of Gao.

Konna's capture by the Islamist insurgents on January 10 triggered the sudden French military intervention. Reporters there saw charred rebel pickup trucks that had been blasted by French air strikes. Munitions lay scattered about.

The question remained whether the Islamists would fight to hold Gao and Timbuktu or withdraw farther north into the trackless desert wastes and mountain fastnesses of the Sahara.

"France can expel rebels from certain of the key towns, but it cannot occupy and control the entire north Mali. North Mali is the size of France," Jakkie Cilliers, executive director of the Pretoria-based Institute for Security Studies, told Reuters.

On a visit to Chile, French Prime Minister Jean-Marc Ayrault admitted French forces in Mali still faced "a lot of work".

On Friday, the Islamists blew up a road bridge on the main road south from Gao to Niger, but military officials from Niger said the Chadian and Nigerien forces could still reach Gao by other routes when they advanced.

The AU is expected to seek hundreds of millions of dollars in logistical support and funding at a conference of donors for the Mali operation to be held in Addis Ababa on January 29.

North Korean leader indicates plan to conduct nuclear test

North Korean leader Kim Jong Un convened top security and foreign affairs officials and ordered them to take "substantial and high-profile important state measures," state media said Sunday, indicating that he plans to push forward with a threat to explode a nuclear device in defiance of the United Nations.

The meeting of top officials led by Kim makes clear that he backs Pyongyang's defiant stance in protest of U.N. Security Council punishment for a December rocket launch. The dispatch in the official Korean Central News Agency did not say when the meeting took place.

Last week, the Security Council condemned North Korea's Dec. 12 launch of a long-range rocket as a violation of a ban against nuclear and missile activity. The council, including North Korea ally China, punished Pyongyang with more sanctions and ordered the regime to refrain from a nuclear test ? or face "significant action."

North Korea responded by rejecting the resolution and maintaining its right to launch a satellite into orbit as part of a peaceful civilian space program.

It also warned that it would keep developing rockets and testing nuclear devices to counter what it sees as U.S. hostility. A rare statement was issued Thursday by the powerful National Defense Commission, the top governing body led by Kim.

North Korea cites a U.S. military threat in the region as a key reason behind its drive to build nuclear weapons. The two countries fought on opposite sides of the Korean War, which ended after three years in 1953 with an armistice, not a peace treaty. The U.S.-led U.N. Command mans the Demilitarized Zone dividing the two Koreas, and Washington stations more than 28,000 troops in South Korea to protect its ally.

North Korea is estimated to have enough weaponized plutonium for four to eight bombs, according to American nuclear scientist Siegfried Hecker, who visited the country's nuclear complex northwest of Pyongyang in November 2010.

However, it is not known whether North Korean scientists have found a way to build nuclear warheads small enough to mount on a long-range missile.

Experts say regular tests are needed to perfect the technique, and another atomic test could take the country closer to its goal of building a warhead that can be mounted on a missile designed to strike the United States. North Korea has carried out two nuclear tests, in 2006 and 2009.

South Korean defense officials say North Korea is technically ready to conduct a nuclear test in a matter of days.

Satellite photos taken Wednesday show that over the past month, roads have been kept clear of snow and that North Koreans may have been sealing the tunnel into a mountainside where a nuclear device would be detonated.

Analysis of the images of the Punggye-ri site was provided Friday to The Associated Press by 38 North, the website of the U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies.

The U.S., South Korea and other countries have warned North Korea not to go ahead with a nuclear test, saying that would only deepen the country's international isolation.

After meeting with Chinese officials Friday, U.S. envoy for North Korea Glyn Davies said a nuclear test would set back efforts to restart regional talks on the North's nuclear disarmament.

China's smog taints economy, health

BEIJING ? When a thick quilt of smog enveloped swaths of China earlier this month, it set in motion a costly chain reaction for the world's No. 2 economy.

Authorities canceled flights across northern China and ordered some factories shut. Hospitals were flooded with hacking patients.

A fire in an empty furniture factory in eastern Zhejiang province went undetected for hours because the smoke was indistinguishable from the haze. In coastal Shandong province, most highways were closed for fear that low visibility would cause motorists to crash. And in Beijing, the local government urged residents to remain indoors and told construction sites to scale back activity.

"These are emergency measures that have the same economic impact as a strike or severe weather," said Louis Kuijs, a Hong Kong-based economist with the Royal Bank of Scotland and formerly of the World Bank. "They're very painful."

Residents in the capital have taken to mocking their famously filthy air and its attendant health hazards with the expression "Beijing cough." Meanwhile, Shanghai's Environmental Protection Bureau has introduced a cartoon mascot to communicate daily air quality on its website: a pig-tailed girl who bursts into tears when smog reaches hazardous levels.

But economists say China's smog is no joke. As air pollution continues to obscure China's cities, the cost to the nation in lost productivity and health problems is soaring. The World Bank estimates sickness and early death sapped China of $100 billion in 2009, or just under 3% of gross domestic product. China is now home to seven of the 10 most-polluted cities in the world, according to a report by the Asian Development Bank and Beijing's Tsinghua University.

A study by Greenpeace and Peking University's School of Public Health put the cost of healthcare to treat pollution-related ailments in Beijing, Shanghai, Guangzhou and Xian at more than $1 billion last year.

Beijing resident Zhang Jian takes his 2-year-old son to a doctor regularly to treat the toddler's chronic sinus infection.

"It's definitely related to the pollution," said Zhang, 35, who wore a disposable mask at an overcrowded children's hospital recently. "My son snores and his nose is blocked constantly. It's a problem because he's too young to clear his nose like adults."

The doctor's visit and treatment cost Zhang about $320 ? nearly a week's pay for the IT professional.

The Beijing government says it's considering a host of emergency measures to clear the air. Among them: limiting vehicle usage, spraying building sites to reduce dust and restricting outdoor barbecue grills.

Even China's next premier, Li Keqiang, weighed in recently on the issue. "This is a problem accumulated over a long period of time, and solving the problem will also require a long time. But we need to take action."

China's smog crisis is not unlike those experienced in London and Los Angeles in the 1950s. Public outcry ultimately led to cleaner air and tougher environmental regulations.

Environmental activists hope the same happens in China. The official response in recent weeks has raised optimism that authorities will begin addressing pollution more openly.

Until recently, state media was loathe to use the word "pollution," opting instead for the euphemism "fog."

But popular pressure is building, making it harder for policymakers to ignore the foul air in many of China's largest cities.

After the staggeringly bad bout of air pollution in the middle of this month, micro-bloggers took to posting pictures of themselves online wearing masks.

Some held handwritten signs that read, "I don't want to be a human vacuum cleaner."

The phrase became the top-trending topic on the Twitter-like Sina Weibo, attracting several million hits.

Trial of China's Bo Xilai opens next week, says Beijing-backed paper

BEIJING (Reuters) - China's disgraced former senior politician, Bo Xilai, will go on trial next week, a Beijing-backed Hong Kong newspaper said on Friday, in what would be the final act of a drama that has shaken the ruling Communist Party.

Bo, once a contender for the top leadership in the world's second-largest economy, was ousted in China's biggest political scandal in two decades last year following his wife's murder of a British businessman, Neil Heywood.

The mainland China-run Ta Kung Pao newspaper said on its website that Bo's trial would start on Monday in the southern city of Guiyang and last three days. It cited "well-informed Beijing sources", but gave no details.

One of Bo's lawyers, Li Guifang, declined to comment when reached by telephone. Reuters was unable to reach his second lawyer, Wang Zhaofeng, despite repeated telephone calls.

A court official in Guiyang who gave his family name as Li said he had not heard anything about the case.

"The case has not yet even been put forward for prosecution," he added.

A source with direct knowledge of the case told Reuters he "had not heard" that the trial would begin next week.

China's Foreign Ministry, typically the only government department which regularly fields questions from foreign reporters, said questions about Bo's trial should be referred to the "relevant authorities" and declined further comment.

Telephone calls to the Central Committee for Discipline Inspection, the party's top corruption fighting body, went unanswered. The number for the Justice Ministry's spokesman's office was disconnected.

Officials reached by telephone in Guiyang said they were unaware of the case.

Bo, a former commerce minister, turned the sprawling, haze-covered southwestern municipality of Chongqing into a showcase for his mix of populist policies and bold spending plans that won support from leftists yearning for a charismatic leader.

Bo, 63, was widely seen as pursuing a powerful spot on the party's elite inner core before his career unraveled after his former police chief, Wang Lijun, fled to a U.S. consulate for more than 24 hours in February and alleged that Bo's wife, Gu Kailai, had murdered Heywood with poison.

Both Wang and Gu have since been jailed and Bo expelled from the party, accused of corruption and of bending the law to hush up the killing.

Formal charges against Bo have yet to be made public.

Wang Yuncai, one of the lawyers for Wang Lijun, said it was quite possible the court case could open on Monday, though she said she did not know for certain.

"It's already been in the hands of the prosecutors for a long time, so it's quite possible," she said by telephone.

"Judging from the Wang Lijun case, that would mean a verdict within a week of the court hearing."

The two Wangs are not related.

Li Zhuang, a Beijing lawyer who opposed Wang Lijun and Bo for mounting a sweeping crackdown on foes in the name of fighting organized crime, said he also thought it was possible for a Monday hearing.

"I would only say it's possible, though not totally certain," Li said.

China has thrown a veil of official secrecy over Bo's fate, with the latest brief announcement earlier this month simply confirming that he had been handed over to the courts.

That has prompted a wave of rumors, mostly spread by overseas Chinese websites, about when and where the trial will be.

Genetic landscape of common brain tumors holds key to personalized treatment

Jan. 24, 2013 ? Nearly the entire genetic landscape of the most common form of brain tumor can be explained by abnormalities in just five genes, an international team of researchers led by Yale School of Medicine scientists report online in the Jan. 24 edition of the journal Science. Knowledge of the genomic profile of the tumors and their location in the brain make it possible for the first time to develop personalized medical therapies for meningiomas, which currently are only managed surgically.

Meningioma tumors affect about 170,000 patients in the United States. They are usually benign but can turn malignant in about 10 percent of cases. Even non-cancerous tumors can require surgery if they affect the surrounding brain tissue and disrupt neurological functions.

Approximately half of the tumors have already been linked to a mutation or deletion of a gene called neurofibromin 2, or NF2. The origins of the rest of the meningiomas had remained a mystery.

The Yale team conducted genomic analyses of 300 meningiomas and found four new genetic suspects, each of which yields clues to the origins and treatment of the condition. Tumors mutated with each of these genes tend to be located in different areas of the brain, which can indicate how likely they are to become malignant.

"Combining knowledge of these mutations with the location of tumor growth has direct clinical relevance and opens the door for personalized therapies," said Dr. Murat Gunel, the Nixdorff-German Professor of Neurosurgery, professor of genetics and of neurobiology, and senior author of the study. Gunel is also a member of Yale Cancer Center's Genetics and Genomics Research Program.

For instance, two of the mutations identified -- SMO and AKT1 -- have been linked to various cancers. SMO mutations had previously been found in basal cell carcinoma and are the target of an already approved drug for that form of skin cancer. Another, KLF4, activates a suite of genes and is known for its role in inducing stem cell formation, even in cells that have fully differentiated into a specific tissue type. Mutations in a TRAF7, a gene not previously associated with cancer, were found in approximately one-fourth of tumors. Meningiomas with these mutations are found in the skull base and are unlikely to become cancerous. In contrast, NF2 mutant tumors that flank the brain's hemispheres are more likely to progress to malignancy, especially in males.

Doctors may be able to use targeted chemotherapy on patients with non-NF2 mutations, especially those with recurrent or invasive meningiomas and those who are surgically at high risk. Individualized chemotherapies could also spare patients irradiation treatment, a risk factor for progression of these generally benign tumors. Gunel said it may also be possible to extend these approaches to more malignant tumors.

Coffee Drinking Tied To Urinary Incontinence In Men

Men who consume about two cups of coffee a day, or the equivalent amount of caffeine, are significantly more likely to have urinary incontinence or a ?leaky bladder? than men who drink less or none at all, according to new research from the US.

Senior author Alayne D. Markland, a professor at the University of Alabama at Birmingham, and colleagues, report their findings in a paper published online 2 January in The Journal of Urology.

In their background information they note while several studies have already established a link between caffeine intake and leaky bladder in women, the evidence for such a link in men is limited.

For their study, the researchers used national survey results from NHANES 2005-06 and 2007-08. This gave them data on over 5,000 American men aged 20 and over, with complete data available on nearly 4,000 of them.

The survey had collected information about food and drink intake which allowed the researchers to work out the men?s caffeine consumption, water intake, and the total moisture content of their diet.

The survey data also included Incontinence Severity Index scores, for which a value of 3 and above is rated moderate to urinary incontinence (UI). Moderate to severe UI is more than a few drops of urine leakage in a month.

After adjusting for other potential influencers, the researchers found the men who consumed the most caffeine were more likely to have a leaky bladder than those who consumed the least or none at all.

Their analysis shows men who consumed 234 or more mg per day of caffeine were 72% more likely to have moderate to severe UI than men who consumed the least or none at all.

Men with a daily caffeine intake of 392 mg per day were more than twice as likely to have leaky bladder problems.

In contrast, men?s total water intake was not linked to their risk for moderate to severe UI.

The researchers conclude:

?Caffeine consumption equivalent to approximately 2 cups of coffee per day (250mg) is significantly associated with moderate-severe UI in US men.?

They call for further studies to look into this link.
